PWC Are Vessels — All 50 States Require Registration

Personal watercraft (jet skis, WaveRunners, Sea-Doos) are classified as Class A vessels (under 16 feet) in all 50 states and require full registration, title (in titling states), and compliance with all federal and state vessel laws. There are no length or power exemptions for PWC — a brand new 3-seater WaveRunner has identical registration requirements to a 60-foot cruiser from a compliance standpoint.

Federal PWC-Specific Rules

Beyond state registration, all PWC operators must follow federal rules that apply specifically to personal watercraft:

  • PFD required: One USCG-approved Type I, II, or III life jacket for each person on board. Type IV throwable devices do NOT satisfy PWC requirements alone.
  • Lanyard/engine cut-off switch: Federal law requires PWC to have an engine cut-off switch lanyard and operators to attach it to their wrist, PFD, or clothing. Failure to use the lanyard is a federal violation.
  • No-wake zones: PWC must observe all no-wake, slow-speed, and restricted zones the same as any other vessel.
  • Reckless operation: Federal and state laws prohibit jumping wakes within 100–200 feet of other vessels, circling boats, and operating within restricted swimming areas.

Buying a Used Jet Ski — What to Check

  1. Verify the HIN. Found on the starboard side of the stern on all PWC. Check against the title.
  2. Check the title is clean. No lien, no salvage branding. Some jet skis are written off after flooding — a salvage title dramatically affects value and insurability.
  3. Request maintenance records. PWC engines are high-revving — supercharged models especially need documented impeller, pump, and engine maintenance.
  4. Test the bilge pump. Run it to confirm it works. A jet ski taking on water in a bilge without a working pump can sink quickly.
