New York divides boat administration between NY DMV (titles and motorized vessel registration) and NY State Parks (some non-motorized vessel registration). New York uses a 3-year registration term — keeping per-year costs reasonable on one of the more expensive waterfront states.

New York Title Transfer
- Seller completes the assignment of title on the back of the NY Certificate of Title.
- Buyer completes Form MV-82B (Boat Registration/Title Application) — available at any NY DMV office or dmv.ny.gov.
- Submit to any NY DMV office: signed title, MV-82B, bill of sale, photo ID, payment ($10–$15 title + tax + registration).
- Processing: 4–6 weeks for new title by mail. Registration certificate issued same-day.
