New York Title Transfer

  2. Buyer completes Form MV-82B (Boat Registration/Title Application) — available at any NY DMV office or dmv.ny.gov.
  3. Submit to any NY DMV office: signed title, MV-82B, bill of sale, photo ID, payment ($10–$15 title + tax + registration).
  4. Processing: 4–6 weeks for new title by mail. Registration certificate issued same-day.
