California Overview
California has over 1 million registered vessels — the most of any state. The California DMV handles all boat registration and titling. Any vessel being registered in California for the first time (including out-of-state transfers) requires a physical HIN verification before a title is issued.
California requires a physical Hull ID Number inspection by a CA-authorized vessel verifier before issuing a title to any first-time California registration. Find verifiers at dmv.ca.gov. Cost: $50–$100. Verifier issues Form REG 102, which you bring to the DMV. Budget 2–4 extra weeks for this step.

California Title Transfer
- Seller completes the back of the California Certificate of Ownership (title).
- If first-time CA registration: schedule and complete HIN verification (REG 102).
- Buyer completes REG 101 (Registration Application for Vessels).
- Submit to any CA DMV: title, REG 101, REG 102 (if applicable), ID, payment ($29 title + use tax + registration).
- Processing: 6–10 weeks for new title by mail.
